Legally there are no private beaches anywhere in Thailand as the official law is that all the beaches in Thailand are government / King owned so the correct answer should be that there are no private beaches in Phuket.
However any expat living in Phuket can tell you that there are in fact "private" beaches on Phuket. The reason for this is because sometimes its impossible to access certain beaches in Phuket as the land between the road and the beach is owned by private individuals. If they do not allow you to cross their land then you basically have no real way of getting to the beach over land. There is an alternative and that would be to reach the beach in question via the water which would require you to have a boat or go swimming. There are some beaches in Phuket such as the Paradise beach near Patong beach where the land owners will allow you to access the beach for a certain fee which is normally anywhere between 50 Thai Baht and 100 Thai Baht.
