I am assuming that you are traveling from abroad. If you want your mobile phone to work in Pattaya then you should contact your mobile phone provider before you leave on holiday and you should ask them to activate international roaming. Once that is activated then you should have absolutely no problem with using your mobile phone in Pattaya.

Please note that international roaming is rather expensive especially if your home country is far away. You might be better of getting a Thai SIM card from One 2 Call or from DTAC and then you can simply pay as you go and pay nothing to receive phone calls and pay a lot less for making phone calls.
