Maldives is a Muslim country and as such, women are not allowed to be topless on the beaches in the Maldives. This includes even on the smaller resort islands. You should respect local culture and laws so please avoid do anything that may upset your hosts and this would include ladies being topless on the beach or around the swimming pool of the resort.
