That depends on where you live in Phuket. For example in Patong Beach I do know that there is a long waiting list for landlines as supposedly there is a shortage of landlines in the area. If you are staying in Kathu, Phuket Town or Thalang then I suspect that you are able to get a landline more easily however you will probably still have to wait at least a few weeks. In Patong Beach you could end up having to wait half a year for a new landline. I was surprised when I moved from Phuket to elsewhere in Thailand that I was able to get a new landline in 3 days!

There is however a way to work around it in Phuket if you can not wait because for example you may need a landline to get an internet connection which you may need for work for example. If you visit the TOT office then you can try to offer a financial incentive to the staff and this has worked for me in the past. Rather then having to wait 6 months to get my new landline, I was able to get it within days. It cost me around 5000 Thai Baht. That's not cheap but it beats having to wait months for a new telephone line.
