That's not really a straight forward question as all the beaches in Thailand are actually public beaches so from that point of view there are no private beaches in Phuket. However in reality there are what I would call semi private beaches in Phuket.
As mentioned, the beaches are all public in beaches however the main concern is how people can get to the beach. Obviously if there is a public road which runs all the way up to a Phuket beach then you can just step of your motorbike and step onto the beach. Phuket beaches like this include for example Patong Beach, Surin Beach and Karon beach.
However is there is privately owned land between the road and the beach then you could have a problem accessing the Phuket beach in question. There are some small private beaches near Phuket where the land owners will charge you a fee so that you can cross their land to get to the beach. Some hotels also own the only land which leads to the beach and they will not allow outside visitors to cross their property. If you are to get to the beach by ship or by swimming then you should be able to use the Phuket beach in question without a problem.
