Can foreigners enter the coffee shops in Amsterdam?

At the moment all foreigners can enter the coffee shops in Amsterdam. There has however been some talk of local authorities introducing a coffee shop pass system in Amsterdam which would mean that only local Amsterdam residents would be able to purchase weed at any of the Amsterdam coffee shops. I don't think however that it will be introduced as one of the main reasons for tourists to visit Amsterdam is to experience the Amsterdam coffee shops and what they have to offer. It would have a dramatic effect on tourism in Amsterdam if tourists would no longer be allowed to enter them.
