Yes it is very safe to swim in Cancun throughout the year unless of course there happens to be a hurricane. Waves are in general rather gentle in Cancun and there isn't much in terms of strong undercurrents so Cancun is great for swimming for both beginners and advanced swimmers. Please note that there is no need to worry about shark attacks or anything like that in Cancun.
